- I'm not advocating eliminating fares. Right or wrong, the decision was made
- to subsidize the T, and within that context, further subsidize those lines
- that run at a greater loss than the others. I'm making a case for allowing
- private bus lines to run as well as the T. An argument people have made
- against it is that private lines will only choose to service the popular
- routes, and that the T will lose the revenue it makes from the profitable
- lines, making it harder to fund the unprofitable ones. What I am saying is
- that those lines are unprofitable whether they are subsidized through taxation
- or through revenue from other more profitable lines. Either way you look at
- it, some people are paying for services that others are using, so we may as
- well allow private companies to run buses, and at least enhance available
- service in that way.

- I see the issue of subsidization as an essentially separate issue. We can
- make everyone pay the full cost of the services they receive, or we can
- subsidize the services and thereby encourage the use of mass transit and help
- out lower income people. That is a political decision - whichever way it is
- done I think private bus lines should be permitted as well.
