- Flemish Leading Newspaper now simultaneously available in
- inkprint and Braille

- At a press conference in Brussels, Belgium on 14 December
- 1992, a new initiative was announced by the Flemish
- Braille Newspaper Foundation (VZW De Braillekrant).
- Starting from mid-December 1992 a daily edition in Braille
- of the major Belgian newspaper "De Standaard" will be
- available at the same time as the ink print version sold
- to the general public.

- The Foundation's President, dr.jur. Herve Eeckman,
- explained during the press conference how the Foundation
- considers that this publication will be a powerful means
- for the cultural development and better integration for
- Belgium's blind community.

- As was explained by Mr. Marc Casteels, the VUM, the
- Flemish Publisher of "De Standaard", provides an
- electronic version of the daily news items. The VUM also
- houses the Braille embosser and its associated computer
- system. In the beginning the daily newspaper will contain
- approximately 30 braille pages, increasing to 60 for the
- weekend editions. It is sold at the same price as the ink
- print edition.

- The daily Braille Newspaper project has been supported by
- several groups. The main sponsors have been the ABB, a
- leading Belgian Insurance Company and several Lions
- Service clubs.
- In addition a representative of Minister Wivina De Meester
- announced during the press conference that the project
- will also be financed by the Flemish Government as part of
- its support programme for daily newspapers.

- The overall technical feasability study for the Flemish
- daily Braille Newspaper was made by InfoVisie-Vlicht, a
- specialised technical consultancy group based in Leuven,
- Belgium.
- For the practical implementation, full support has been
- given to the Braille Newspaper by the "Braille Research
- Group" at the Katholieke Universiteit Leuven.
- Prof. Francois' Group developed the high speed ELEKUL 03
- braille embosser, an essential part of the daily
- production cycle. All text conversion and formatting
- software has been provided for by ir. Jan Mennens of the
- same K.U.Leuven Group.

- The Braille Newspaper is the first implemented project of
- the dynamic Braille Newspaper Foundation.
- According to Prof. Engelen, the Foundation is now drawing
- up serious plans for creating a digital newspaper service
- in 1993.
- It will use the EIF, the European Interchange Format, so
- that international exchange of information will be
- possible. The EIF harmonisation has been developed in the
- CAPS project, supported by the European Community (TIDEprogramme).
