- The idea is that if you buy a more efficient device than you would
- have normally, the utility does not have to provide the generating
- capacity that would have been required had you bought the less
- efficient device. Since new generating capacity is very expensive,
- some of the "savings" is passed back to you, the consumer.

- Personally, I think the logic is a bit shakey. I suspect that peak
- demand is driven primarily by business/industrial customers, so all
- this might help is with base demand.

- bill revenue, all they are doing is giving you money you'll be paying
- back to them every month.

- even make "profits" on this avoided new capacity. Bus Week or Forbes ran
