  19. According to the North American Coordinating Committee for NGOs on the Question
  20. of Palestine (NACC), the University of New Haven is planning to open a branch
  21. on the Israeli settlement of Elkana.  NACC says it "appears misguided at best,
  22. insidious at worst.  It would be a violation of international law, including
  23. the Fourth Geneva Convention and the Hague Convention of 1907.  It would also
  24. serve to legitimize Israeli occupation."
