  21. It's perfectly normal.  That statistic is counting the number of times
  22. a send was in progress when an additional send was attempted.  The
  23. second send needs to be queued up, but as soon as the first send
  24. completes, the second send is removed from the queue and transmitted.
  25. A number like yours, one percent of all the packets sent, is typical.
