- Does that surprise you? Why should it? CIS is a business. Their business
- is to service their customers (users). The customers pay the bills,
- their partners do not (IBM in this case is a service partner, providing
- the IBM fora in a partnership with CIS). CIS may not be for you, but
- a lot of businesses purchase accounts for their tech support staff so
- that they can use CIS as one medium for receiving technical support.
