  18. Because the 16550 is a UART.  These are the parallel/serial converters
  19. found in serial ports.  Since an internal has an onboard serial port, it of
  20. course needs a UART.  An external has no hardware in it that deals with
  21. your serial port directly..  Its just a DTE device.
