  27. Why should taxes rise? Currently there is a whole lot of people
  28. (self employed) who get away without paying for UIC which as you
  29. have recognized is a welfare system and not an insurance.

  31. If UIC where really UIC and the welfare aspect was
  32. funded through general revenue, then you would pay a ***LOT***
  33. less in premiums and probably less in taxes (if you believe there
  34. won't be a tax grab) since it would get rid of the loop hole that
  35. self employed people have (they would pay their fare share for the
  36. welfare part + if they elected, they would pay for UIC in some
  37. appropriate insurance bracket that covers in total their risk).

  39. I won't claim this would solve the problem,
  40. but it is not as big an issue as you an economist make it appear.
