  21. I could save my own UI premiums, and either buy private insurance,
  22. or find some other way to invest the money and use it to take care of
  23. myself if I were unemployed.

  25. The same goes for pensions.  I was overjoyed to find an employer without
  26. a pension plan -- this meant I could put as much or as little into a 
  27. plan of my own choosing and custodianship as I wanted.  Without being
  28. penalized because my employer offered a plan which I couldn't control.
  29. Unfortunately work with that employer led to unemployment, which brings
  30. us right back into the current topic!

  32. I can't afford to accept personal responsibility for my OWN misfortune
  33. at the same time as I'm forced to pay to cover OTHER PEOPLE's misfortunes.
  34. It's tough to make it work both ways.

  36. I'm not against UI, or social benefits.  But the government can't have
  37. it's cake and eat it too.  Either collective employment insurance works,
  38. or it doesn't.  And right now I don't think it does, either BEFORE or
  39. AFTER the recent change.

  41. So let's call UIC premiums what they are -- a tax to cover welfare.
  42. That's what everybody seems to be advocating, so let's use the big,
  43. ugly T-word, and stop calling a spade an earth conveyance implement.
  44. The government wants to give out welfare payments (again, I don't
  45. oppose this) without calling it a tax.   And it walks like a tax,
  46. and talks like a tax.
