  13.     This law was first passed at a time when contact paper type
  14. DIY tinted window kits were popular. These kits were usually
  15. installed incorectly, causing blistering and air bubbles to the
  16. extent that drivers could not see out well enough to drive safely.
  17. At around the same time, it was "trendy" on some types of custom
  18. cars to tint the windows so dark as to make night driving hazardous.
  19. This was becoming a major cause of accidents on "cruse night".
