- THE Democrat Party is expected to recommend that the Counter-Corruption
- Commission report direct to the Prime Minister and that all political
- officials provide the anti-graft agency with details of their assets
- and liabilities.
-
- The Prime Minister's deputy secretary-general, Akom Engchuan, will
- propose the changes to the Cabinet through Deputy Prime Minister
- Banyat Bantadtan, calling for a bill to amend the CCC Act in four
- areas:
-
- o To have the CCC become an independent agency which will report
- direct to the Prime Minister instead of the Prime Minister's Office.
-
- o To require political officials to reveal their assets and
- liabilities to the CCC.
-
- o To give the CCC greater authority in the provinces.
-
- o To organise CCC investigations in accordance with the Criminal Code.
-
- "The Deputy Prime Minister in charge of the CCC has paid special
- attention to this matter and has agreed to amend the CCC Act," party
- sources said.
-
- "His advisory team is compiling details so the amendment bill can be
- tabled in Parliament."
-
- CCC members will meet with Prime Minister Chuan Leekpai and Mr Banyat
- to discuss the matter today.
-
- But the proposed changes have been criticised by Deputy House Speaker
- Thawil Praison in his capacity as chairman of Palang Dharma Party's
- Law Filtering Committee.
-
- Mr Thawil said the CCC should not report direct to the Prime Minister.
-
- "If the Prime Minister is guilty of graft, who will handle him?" he
- asked.
-
- The deputy House speaker said his preferred amendments would require
- that one part of the CCC dealing with permanent officials should come
- under the Prime Minister and the other part dealing with political
- officials should report to Parliament.
-
- Mr Thawil said political officials should reveal their assets and
- liabilities publicly each year before the Parliament president instead
- bb the anti-graft agency as recommended by the Democrats.
