- EDUCATION and social opportunity are the best way to solve child
- prostitution, Deputy Prime Minister Amnuay Virawan said yesterday.

- Dr Amnuay said law enforcement would not solve the problem because it
- does not deal with the root cause -- poverty.

- The Government is concerned about the problem and included it in its
- policy statement, he said.

- It should be tackled quickly while those responsible are still alert
- to the problem, he said.

- The police cannot feel it is not their problem, he said. If police
- enforce the law against child prostitution, it would decrease.

- Asked if he thought policemen should be transferred if child
- prostitution is found in their area, Dr Amnuay said it depends on the
- severity of the problem. If it is severe, then the measures will have
- to be severe, he said.

- Asked about the police excuse that the law has a lot of loopholes that
- allow covert brothels to operate, he said this may be true but it does
- not mean that the "long arm of the law" cannot reach them.

- On the effort to restructure state enterprises, Dr Amnuay said the Gov
- would be willing how best to improve the agencies.

- He said the Government will support, not interfere with them. But
- privatisation is clearly a government policy and it would try to
- achieve this goal, he said.

- There are many ways to do this but some enterprises in social services
- and tourism do not attract the private sector, so the Government will
- have to continue operating them.
