- S.KOREAN FOREIGN MINISTER IN HANOI TO SET UP TIES

- HANOI, Dec 21, Reuter - South Korean Foreign Minister Lee Sang-ock arrived
- in Hanoi on Monday to sign an accord establishing diplomatic relations with
- Vietnam after a 17-year break, officials said.
- "There was a time when our two countries had cut off normal relations," Lee
- told his Vietnamese counterpart Nguyen Manh Cam at a welcoming ceremony in
- Hanoi.
- "Now it is time to create a new foundation for normal ties between the two
- countries."
- The South Korean foreign ministry said earlier on Monday that Lee would
- sign an accord with Cam to normalise relations during his three-day visit.
- South Korea sent troops to fight for what was then South Vietnam during the
- Vietnam War. It broke relations in 1975 after the North's communist forces
- defeated the U.S.-backed Saigon government.
- The prospect of normalising ties has been discussed since 1990, and the two
- countries exchanged liaison offices with limited consular functions two months
- ago.
- Two-way trade increased to $334 million in the first nine months of the
- year from $270 million during the whole of last year, South Korean trade
- ministry figures show.
- Lee is scheduled to inaugurate the South Korean embassy in Hanoi on
- Tuesday, before meeting Vietnam's Prime Minister Vo Van Kiet.
