  14. The Tschernowsky city I want appears to be a city that was in the
  15. Austro-hungarian empire, was given to Romania after WWI, and then
  16. became part of the USSR, and is now probably part of the republic of
  17. Moldavia.  When the Uni was established, it presumably had a German-
  18. speaking faculty, which accounts for G.E. Mueller.
