- Because Jamie Love has in the past supplied us with so much information
- on the Securities and Exchange Commission's EDGAR System, I thought you might
- be interested in this tidbit that I picked up today.

- The EDGAR (Electronic Data Gathering, Analysis, and Retrieval) system is
- intended to automate the filing, analysis, and dissemination of information
- submitted to the Securities and Exchange Commission. Some people are not
- comfortable with the system being available only through commercial
- vendors, after its creation with taxpayer money.

- According to a new
- General Accounting Office report titled "Securities
- and Exchange Commission: Effective Development of the EDGAR System
- Requires Top Management Attention", the original software budget was $51.5
- million. The project is now three years behind schedule and $20 million
- over budget. "The problem began when SEC accepted incomplete requirements
- documents from the contractor, who SEC asked to define user requirements and
- provide software to meet them. As development proceeded, SEC staff continually
- added or changed requirements. SEC top management did not intervene to deal
- with this growth, and the EDGAR steering committee never met after the
- contract was awarded."
