  14. Barbara:  From what I can gather the mandate was an internal order from
  15. the chancellor.  The purpose is supposed to be the improvement of
  16. undergraduate teaching and learning.  The audience is the State since an annual
  17. report must be forwarded to SUNY.    The college, faculty and administrattion
  18. are supposed to beneift
  19. from the process.  From my experiences though, the
  20. faculty has not bought in to the process.  One reason is simply that the
  21. assessment project has been an added responsibility with no added $.  The
  22. colleges' responses have been what I would call "strategic compliance>"
