- Very true John. What I was at least trying to refer to was the sexual conduct
- rules for military personnel as outlined in that little manual you recieve
- when you hit boot camp. Clinton has promised to make such *rules* for
- *military personnel* much stricter then the existing ones in order to help
- quale the fears of those opposed to allowing open gays to serve. Makeing rules
- and inforceing them has always been 2 different things.
