  37. Very true John. What I was at least trying to refer to was the sexual conduct
  38. rules for military personnel as outlined in that little manual you recieve
  39. when you hit boot camp. Clinton has promised to make such *rules* for
  40. *military personnel* much stricter then the existing ones in order to help
  41. quale the fears of those opposed to allowing open gays to serve. Makeing rules
  42. and inforceing them has always been 2 different things.
