  35. So, to follow this, an executive order could allow homosexuals in to the
  36. military, but homosexual behavior (sodomy, oral copulation) will still get
  37. them brought up on charges.

  39. Question, where is the line draw on these charges betwen base activity and 
  40. off-base activity?  That is if sodomy or oral copulation take place off-base, 
  41. does the military have jurisdiction.
