- Just as a point of clarification, Clinton can change or establish an
- executive order to allow homosexuals in the military, he cannot as
- easily change some of the laws which apply to the code of conduct of
- persons in the military. Specifically it is unlawful for persons to
- engage in certain act--sodomy and perhaps oral copulation. It is
- not a law which says that gays cannot enter the military, that is an
- executive order. Thus, it is a bit off to say that Clinton can repeal
- the ban of sodomy or any action for homosexuals. It will be unlawful
- for them if it is unlawful for heterosexuals and the law would need to
- be changed.
