  12. Considering what the mastering and production costs of a cd-rom are, $400
  13. seems awfully high to justify as a distribution fee. The different fees for
  14. an individual and a business seem to me even harder to justify as a 
  15. distribution fee. Surely it doen't cost 4 times as much to mail a disc to
  16. a business as it does to mail one to an individual.

  18. How do these prices fit with the charter of the _Free_ Software Foundation?
  19. I just can't see how these prices bear any remote relationship to distribution
  20. costs.
