  30. That's why SB has suffered the most in the recent drought.  Rationing was 
  31. polically correct, and carried huge fines for the decadant, since one of 
  32. those lakes went dry a few years ago, the other was down to about 20% 
  33. capacity.  That's when the City decided to give up on the idea of towing 
  34. iceburgs from Alaska and put up the cash to build a desalination plant 
  35. (1990).

  37. The latest I've heard is that the desalination plant won't be online for 
  38. another year or so.  But the rains over the last season did fill up one 
  39. of the resevoirs. :-}

  41. Santa Barbara has _never_ had state water, and most likely never will. 
  42. Who wants to to be responsible to Sacramento over water?  They don't
  43. have it anyway.
