  24. Since mid-October -- when reports of the systematic rape and
  25. frequent murder of Bosnian women in detention camps were
  26. corroborated by survivors -- violence against women in the Balkan
  27. wars has become a subject of international concern.

  29. What is happening is neither new nor linked to the specific
  30. brutality of one side in the war in former-Yugoslavia. Feminist
  31. groups in former-Yugoslavia, aware of how rape and the abuse of
  32. women are used by governments at war -- both for negative
  33. propaganda and for terror -- have taken pains to point this out.
  34. "The rape of Serbian women by Croats and Muslims, the rape of
  35. Croat and Muslim women by Serbs, first and foremost is a crime
  36. against women. Rape is a form of controlling women which men knew
  37. before they started fighting each other ... " write the Belgrade
  38. groups Women in Black and the SOS telephone hotline.

  40. A campaign for rape to be treated as a war crime (see preceding
  41. article) has been taken up jointly by the Belgrade groups,
  42. Independent Women's House Zagreb, and women in the Antiwar
  43. Campaign of Croatia. They additionally call for an independent
  44. international court with responsibility for identifying and
  45. punishing those responsible for such crimes.
