  28. extradition treaties are a thing of the past.
  29. the us govt (in a rare disagreement with the UN and the entire rest of
  30. the world) believes that if it wants a criminal badly enough, it is
  31. more than within its rights to send troops into a foreign country to
  32. arrest said criminal. mexico and panama have already experienced this.
