  23. I don't know what anyone else calls it, but I think it is a judicial
  24. decision, not legislation.  I know some people will try to educate me
  25. that courts legislate, in addition to the legislature, but I admit
  26. that I'm pretty hopeless in my belief.  Oh, and I don't agree with
  27. Holtsinger either, if it isn't very obvious...
