  15. That's the rub. Shuttle is a very expensive thing to fly. So much so that
  16. all the money which could go to building a replacement is spent operating
  17. the Shuttle. Every year we fly Shuttle delays its replacement by one year.

  20. systems. Let's phase it out so we can build them!
