- Clandestine counter-terrorist activity has a long history. See Israel
- for contemporary examples, or see British activities in Malaya, or the
- US Phoenix program in Vietnam. Counter-terrorist activity by governemts
- isn't considered terrorism by any but the most radical anti-statists.
