  18. Congress, Administration

  24.    WASHINGTON, Nov. 17 -- The Independent Petroleum
  25. Association of America ended its 63rd annual meeting in Reno, Nev.,
  26. by adopting a new legislative agenda designed to "Decrease 
  27. America's
  28. dangerous and costly reliance on imported oil...and ensure a strong
  29. viable domestic oil and natural gas industry."
  30.    "Our industry is still in trouble," said IPAA Chairman Gene Ames,
  31. "We need to work together with the new Congress and 
  32. administration to
  33. insure that they know how important our industry is to the nation's
  34. strength and security."
  35.    The IPAA adopted a draft agenda which addresses the following 
  36. five
  37. issues:
  38.    Crude Oil -- Revise import/export policies to stabilize and expand
  39. domestic oil production and prevent the premature loss of stripper
  40. oil production.
  41.    Natural Gas -- Implement recently enacted policies that expand
  42. natural gas markets and make them more competitive.  Adopt 
  43. policies
  44. which encourage a greater share of federal funding for natural gas,
  45. long-term sales contracts which maintain a level playing field for
  46. domestic and imported gas.
  47.    Taxes -- Adopt policies which encourage capital formation for
  48. exploration and production; maximum recovery of the oil and gas
  49. resource base through initiatives to maintain marginal production 
  50. and
  51. increase enhanced recovery technology, and adopt policies which
  52. improve the economics of environmental compliance.
  53.    Environmental Protection -- oppose environmental requirements
  54. which are inequitable, cost-prohibitive, or ineffective; retain
  55. present state-based regulatory program for exploration and 
  56. production
  57. wastes, and maintain current federal exemption of production waste
  58. under the resource conservation and recovery act (RCRA).
  59.    Public Lands -- Adopt policies to improve and increase access to
  60. federal lands for oil and natural gas exploration and production
  61. under reasonable terms and conditions.
  62.    In the first outreach to the energy industry from the new Clinton
  63. administration, Bill Burton, energy coordinator for the campaign
  64. briefly addressed the IPAA membership saying that President-Elect
  65. Clinton has already sent "some strong signals that we're going to see
  66. some real changes" on behalf of the independent producing sector of
  67. the industry.  Burton cited as examples, Clinton's commitment to
  68. making the departments of Energy and Commerce "major cabinet
  69. positions" in his administration, reiterated that the Clinton
  70. administration will not impose a carbon or energy tax, does not
  71. oppose off shore drilling across the board and supports the
  72. preservation of the industry exemption under RCRA.
  73.    Among the other highlights of the IPAA annual meeting:
  74.    -- Keynote speaker Ed Rollins did a political wrap-up of the year
  75. saying that the reason that the Clinton-Gore ticket won is that "The
  76. Bush campaign never understood that the politics of 1992 was not
  77. about the past but about the future."
  78.    -- The prestigious "Chief Roughneck Of The Year" award was given
  79. to Irene Wischer, president of Panhandle Producing Co. and the first
  80. woman ever to win the distinction.
  81.    -- Congressman Bill Archer (R-TX) received the "Hard Hat Of The
  82. Year Award" in recognition of his considerable contribution in
  83. winning Alternative Minimum Tax Relief for independents.
  84.    -- IPAA kicked off a public education campaign, "Fueling America's
  85. Energy Future," to redefine the image of the industry and educate 
  86. the public about the industry's contributions to a strong and secure
  87. America.  In her state of the association address IPAA President
  88. Denise Bode said that she expects that IPAA is "going to be an
  89. important energy player" in the coming year.
