- Congress, Administration

- WASHINGTON, Nov. 17 -- The Independent Petroleum
- Association of America ended its 63rd annual meeting in Reno, Nev.,
- by adopting a new legislative agenda designed to "Decrease
- America's
- dangerous and costly reliance on imported oil...and ensure a strong
- viable domestic oil and natural gas industry."
- "Our industry is still in trouble," said IPAA Chairman Gene Ames,
- "We need to work together with the new Congress and
- administration to
- insure that they know how important our industry is to the nation's
- strength and security."
- The IPAA adopted a draft agenda which addresses the following
- five
- issues:
- Crude Oil -- Revise import/export policies to stabilize and expand
- domestic oil production and prevent the premature loss of stripper
- oil production.
- Natural Gas -- Implement recently enacted policies that expand
- natural gas markets and make them more competitive. Adopt
- policies
- which encourage a greater share of federal funding for natural gas,
- long-term sales contracts which maintain a level playing field for
- domestic and imported gas.
- Taxes -- Adopt policies which encourage capital formation for
- exploration and production; maximum recovery of the oil and gas
- resource base through initiatives to maintain marginal production
- and
- increase enhanced recovery technology, and adopt policies which
- improve the economics of environmental compliance.
- Environmental Protection -- oppose environmental requirements
- which are inequitable, cost-prohibitive, or ineffective; retain
- present state-based regulatory program for exploration and
- production
- wastes, and maintain current federal exemption of production waste
- under the resource conservation and recovery act (RCRA).
- Public Lands -- Adopt policies to improve and increase access to
- federal lands for oil and natural gas exploration and production
- under reasonable terms and conditions.
- In the first outreach to the energy industry from the new Clinton
- administration, Bill Burton, energy coordinator for the campaign
- briefly addressed the IPAA membership saying that President-Elect
- Clinton has already sent "some strong signals that we're going to see
- some real changes" on behalf of the independent producing sector of
- the industry. Burton cited as examples, Clinton's commitment to
- making the departments of Energy and Commerce "major cabinet
- positions" in his administration, reiterated that the Clinton
- administration will not impose a carbon or energy tax, does not
- oppose off shore drilling across the board and supports the
- preservation of the industry exemption under RCRA.
- Among the other highlights of the IPAA annual meeting:
- -- Keynote speaker Ed Rollins did a political wrap-up of the year
- saying that the reason that the Clinton-Gore ticket won is that "The
- Bush campaign never understood that the politics of 1992 was not
- about the past but about the future."
- -- The prestigious "Chief Roughneck Of The Year" award was given
- to Irene Wischer, president of Panhandle Producing Co. and the first
- woman ever to win the distinction.
- -- Congressman Bill Archer (R-TX) received the "Hard Hat Of The
- Year Award" in recognition of his considerable contribution in
- winning Alternative Minimum Tax Relief for independents.
- -- IPAA kicked off a public education campaign, "Fueling America's
- Energy Future," to redefine the image of the industry and educate
- the public about the industry's contributions to a strong and secure
- America. In her state of the association address IPAA President
- Denise Bode said that she expects that IPAA is "going to be an
- important energy player" in the coming year.
