  24. How do you figure?  If a politician approves a spending plan which
  25. benefits his district at the expense of taxpayers nationwide, how
  26. is the politician going to be punished?  The people who elected
  27. him think he's great for bringing 'jobs' to their area.  The 
  28. majority of the people footing the bill aren't in his district
  29. and can't vote him/her out of office.
