- The best person to determine that is the owner of the car. If it no
- longer is economical to fix up the old beast and there is a ready
- market for such cars thru a Buy-em-get-em-off-the-road program, then,
- *if* and *when* the owner wants to get rid of the car, the owner *can*
- do so. As it stands now, these cars continue on indefinitely, selling
- for $50 to a few hundred $ barely making it, but still making it.
