  23. Any private organization/group has the right to limit its membership and
  24. structure in any stupid way they see fit, for whatever stupid reasons
  25. they belive in. Hence the word private.

  27. Conversly, a public group or organization(government, schools for example)
  28. do not have the right to limit membership/participation for ANY reason
  29. (excluding criminal/safety issues...) relating to personal belief. Being a 
  30. member of the public in and of itself qualifies one to participate fully
  31. and equally in public structures.
