  21. Remember all of those European countries where the government runs the
  22. phone systems? UK, Italy, Germany?  Horrid service, long waits for
  23. phones, lease your modem only from the PTT (Post, Telegraph, Telephone)?

  25. I think that the government-regulated private monopoly is a good way of
  26. delivering services.  The government agency (CRTC) feels free to
  27. criticize Bell Canada and set standards of service that are very high. 
  28. And Bell has to deliver, or the CRTC will give it a hard time.  A
  29. government agency (of any level) won't respond the same way to criticism
  30. from another government agency.  In fact, government agencies generally
  31. regard it as unfair to publically criticize other agencies.

  33. Many of Canada's phone companies are or have been government owned by
  34. the provinces, BTW.  Alberta Government Telephones is now privatized as
  35. Novatel, I think.  NBTel is still government, maybe.

  37. The CRTC wasn't able to regulate the provincial phone companies as
  38. effectively, due to jurisdictional issues.
