  19. Yes, if I were a deaf actress, I would want to work.  But we live
  20. in a society where the person who gets a job is the person who can
  21. do the best work, not the person who some government official
  22. decides "needs" or "deserves" the job.  That is democracy and free
  23. enterprise -- and the countries where jobs and money go to the
  24. people whom the government thinks "need" them always turn into
  25. horrible, oppressive dictatorships.
