  16.    The city FD started out paying for the course and books,
  17.    then they started, which I think was a good idea, having
  18.    us pay for the course and books, and IF we completed and
  19.    passed the course, we were reimbursed. Prior to this
  20.    change, a lot of guys would start, and then quit. We used
  21.    to even have all our own instructors, it was great taking
  22.    the course right at the firehouse, but the city stiffed
  23.    them regarding pay, so they don't do it anymore. A lot of
  24.    work, time, and energy go into putting a course together.
