  28.    CLEVELAND, Nov. 10  -- The Brotherhood of Locomotive Engineers 
  29. believes that environmental protection, high-speed passenger rail, 
  30. commuter lines and freight rail service share untapped synergies. 
  31. Today, the BLE, which is internationally based in Cleveland, 
  32. released a telegram it sent to Vice President-elect Gore:

  34.    Dear Vice President-elect Albert Gore Jr.:
  35.  
  36.    On behalf of the men and women represented by the Brotherhood of
  37. Locomotive Engineers and in respect to the hundreds of thousands of
  38. others employed on our nation's railroads, I extend my heartfelt
  39. congratulations to you.
  40.    Your vice-presidential election victory is very gratifying to
  41. the BLE because this was the first time in the BLE's 129-year
  42. history that it officially endorsed, then vigorously promoted and
  43. financially supported a White House ticket.  I am proud to say it
  44. happened under my stewardship.
  45.    You have spoken of better ways to conserve and protect our
  46. natural resources, such as a serious look at our nation's
  47. under-used rail system as an alternative to the energy
  48. inefficiencies and environmental damage of other transport modes.
  49. As you know, trains are three times more fuel efficient than
  50. trucks.
  51.    You have asked us to challenge the thinking of the past which
  52. sees the protection of our environment as a threat to our nation's
  53. economy.  Protecting and reclaiming our environment is America's
  54. next great economic opportunity; the Japanese have been quick to
  55. recognize this truth.
  56.    In you, we also have a vice president who believes that people
  57. who work by the rules and negotiate according to our nation's labor
  58. laws should be treated with fairness and respect.  We railroad
  59. employees know it is impossible to separate our job safety, wages
  60. and health care -- outcomes of the traditional collective
  61. bargaining process -- from the political and legislative processes.
  62.    You and Bill Clinton have promised to put balance back into
  63. collective bargaining by making workplace fairness legislation law.
  64. As a result, employees will no longer be intimidated by threats
  65. that they will be permanently replaced if they exercise their legal
  66. rights.  I am convinced that a law banning the permanent
  67. replacement of striking employees will lead to many more bargained
  68. agreements, much more quickly.  I am convinced it will guarantee
  69. fewer union strikes and management lockouts.
  70.    Your call to eliminate federal incentives for American
  71. industries to move jobs overseas is common sense that has been
  72. lacking in the White House.  As a government, we must invest in job
  73. creation, not job exportation!
  74.    Again, congratulations to you and your family.  The members and
  75. families of the Brotherhood of Locomotive Engineers are proud to
  76. have responded to the Clinton-Gore challenge for change and to your
  77. agenda which puts people first while growing our economy.
