  12. The cynical might consider the software immaturity model as a morale
  13. crutch for organizations on the lower levels of the SEI maturity
  14. model.  Now there's somewhere lower to (not) be:

  16.    "Hey, we made it from foolish to initial.  We used to be lunatics!"

  18. It instantly makes most on-going concerns mid-pack rather malingerers
  19. on the bottom.
