  26. That may have been Reagan's implementation, but it definitely wasn't
  27. his goal.  Had he had unilateral control over the budget, it would
  28. have been balanced in year one.

  35. Talk about meanspirited.  Reagan was not and is not senile.  Quayle
  36. is not stupid.  And Bush is not meanspirited, merely realistic and of
  37. a value system inconsistent with yours.  (I'll have to agree about Carter.)

  39. There is plenty to beef about in our leaders; it isn't necessary to
  40. apply unkind and inaccurate labels to them.
