  20. Term limitations already exist; for whatever reason, the electorate
  21. simply chooses to keep electing the same people, even when they also
  22. vote in favor of term limits.  To enforce term limitations through law
  23. would only serve to take away what little accountability the members of
  24. Congress (and for that matter all elected officials) have to their
  25. constituents.
