  52. PS    Narcotics can be very sedating even to violent people.  Perhaps a
  53. more practical alternative would be to distribute free heroin, methadone,
  54. dilaudid, or the like in high crime neighborhoods.  Unlike surgical
  55. remedies, which require the perp to first be identifed (no mean feat
  56. when you consider that a typical perp will have a quite a number on
  57. heinous accomplishments on his resume before he is detected), this 
  58. treatment will have no shortage of volunteers.   Whatever their personality
  59. disorder is that makes them enjoy hurting and stealing, I suspect that
  60. the bulk of them would still find spending their prowl times in a 
  61. blissful daze to be more rewarding.
