- PS Narcotics can be very sedating even to violent people. Perhaps a
- more practical alternative would be to distribute free heroin, methadone,
- dilaudid, or the like in high crime neighborhoods. Unlike surgical
- remedies, which require the perp to first be identifed (no mean feat
- when you consider that a typical perp will have a quite a number on
- heinous accomplishments on his resume before he is detected), this
- treatment will have no shortage of volunteers. Whatever their personality
- disorder is that makes them enjoy hurting and stealing, I suspect that
- the bulk of them would still find spending their prowl times in a
- blissful daze to be more rewarding.
