  21. Not necessarily. I read a while ago that the .mil net isnt exactly state of
  22. the art speed wise, and a lot of it is "slow" 56 K links from way back.
  23. I cant remember the exact reasons, something about reliability or similar 
  24. but it would account for any largish ping times.
