- this is done not to prevent people from gaining ops in (relatively)
- sincere joins during splits .. but to stop people with OLD server
- gaining ops through channel hacking .. there is no way for a bot
- to be programmed so as to know the difference between ops gained
- through splits and ops gained through hacking ..
