  14.  If you're looking for a powerful .wav editing program but are on a budget, download Wave Flow. This 32-bit app has many of the bells and whistles of the "big boys" but won't cost you an arm and a leg. Wave Flow offers a clean, intuitive interface, with powerful audio-processing tools such as Inverse, Reverse, Reverb, Echo, Effects, Resample, and Speed Up/Down. You'll also find controls for filtering, equalization, normalization, fade-in and fade-out, and amplification. Plus, there's a built-in CD player to make it easier to snatch samples from CDs. This version has not yet been reviewed.
