  11.   WCEL is a Windows utility to create WKISS data. It also has a following
  12. features:
  13.  1. 16 color/256 color WCEL data may be viewed.
  14.  2. 16 color/256 color WKISS data may be created from BMP images.
  15.     Furthermore, if GV (graphic viewer program) DDE is used, graphics data
  16.     from many different format may be converted to WKISS format.
