Truck loading bays may only be built on the end of your own roads. The dead end of the road shown in the left image would be a good place to build a truck loading bay. To build a truck loading bay for the coal mine, just click the end of the road with the loading bay building tool. The program will build a truck loading bay on the dead end just like shown in the right image.
