cooking meat that's fallen on the floor

I'm an ex-McWorker and I'm wondering if a practice that was common
at my store occours elsewhere.
The policy was this : if you drop uncooked (ie still frozen) meat
on the floor it's cosidered 'clean' an can be put back in the freezer
and reused in a few minutes! (after all it's going to be cooked
isn't it?)
Obviously this sort of poilicy isn't written down but it was condoned
by the store mamanger.
