  3.      Forty years!  Forty years since the Kenneth Arnold sighting  near
  4. Mt. Rainier in Washington state.  Forty years since the popular  press
  5. coined the term "flying saucer."
  6.      An incredible span of time  for so little accomplishment in  dis-
  7. covering the secrets of the enigmatic UFO.  An incredible span of time
  8. for such little  scientific headway in  explaining the UFO  phenomena.
  9. Or has there been little progress?
  10.      During this period the  Air Force concluded Project  Twinkle with
  11. the assertion that the UFO phenomena was not of earthly origin.   Some
  12. time later  the Air  Force repudiated  that conclusion  and instituted
  13. Project Blue Book to explain away the phenomena.
  14.      In the  same period  the Robertson  panel, in  essence, concluded
  15. that the American people were not psychologically capable of accepting
  16. the truth of the existence  of extraterrestrials.  That such  informa-
  17. tion could cause mass hysteria and economic collapse.
  18.      We've  had  Adamski  and  Van  Tassel.    We've also had hoaxers,
  19. grifters,  and  scam  workers  galore,  those  that  sought notoriety,
  20. glamor, fame and money through exploitation of the UFO phenomena.
  21.      We, as a nation,  have in the same  time created a space  program
  22. and landed men on the moon.  We have created an international telecom-
  23. munications network with man made orbiting satellites.  We have creat-
  24. ed electricity through the use of controlled nuclear fission.  We have
  25. launched ships  and submarines  propelled, and  spacecraft powered  by
  26. that selfsame energy.
  27.      For a  short time  shadowy "men  in black"  seemed to haunt those
  28. that reported a  UFO.  And  the scientists of  our nation took  flight
  29. with  a  great  monotonous  cry  denouncing  reported UFO sightings as
  30. misapprehension, reflections from  birds, sunlight glinting  from high
  31. flying aircraft,  swamp gas,  hoax, any  and everything  but an honest
  32. evaluation of the phenomena.
  33.      In light  of our  national accomplishments  and great  strides in
  34. technology, and  despite incredible,  even superhuman,  efforts by the
  35. debunkers,  the  UFO  phenomena  persists.    There is a core of inex-
  36. plicable sightings reported by  reputable citizens.  Inexplicable,  in
  37. the sense that they are too well documented by people with nothing  to
  38. gain from their reports except, invariably, a big hassle and a  desire
  39. for the truth.  Inexplicable in  the sense that these few reports  are
  40. not explained by any known phenomena.
  41.      The FOIA has  given the serious  researchers and investigators  a
  42. tool  with  which,  hopefully,  to  free  the  UFO  phenomena from the
  43. clutches of governmental secrecy.  We, additionally, need to  continue
  44. the pursuit of "good" sightings.  We need to analyze and correlate the
  45. data that  we have.   We  need to  establish a  working hypothesis  or
  46. hypotheses that can and will account for all the cases of reported UFO
  47. sightings.
  48.      What is my axe?, you might ask.  I remember my interest as I read
  49. the newspaper account of the Arnold sighting, and my immature specula-
  50. tion regarding the account.  Man and boy, for forty years, I have fol-
  51. lowed the continuing  UFO reports.   I have been  air crew and  pilot,
  52. back  yard  astronomer  and  photographer,  professionally involved in
  53. electronics and computers, yet the interest remains.  I have been  in-
  54. volved with organizations whose goal was the scientific  investigation
  55. of the UFO phenomena and I participated in a number of field  investi-
  56. gations of  purported UFO  sightings with  no slackening  of interest.
  57. Truly it has waxed and waned,  with the seasons of my life,  occupying
  58. differing degrees of priority as  those seasons have passed; yet,  the
  59. interest still remains.
  60.      What is the explanation of this enigmatic UFO phenomena?  For the
  61. unknowns there is, as yet, no satisfactory scientific explanation.
  62.      Do I believe  in a phenomena,  global in nature,  respecter of no
  63. person or intellect, seemingly oblivious to national boundaries, cares
  64. nothing for season or belief, and repeats in tantalizing ways?   Sure!
  65. I believe  that something,  as yet  unexplained, is  happening in  the
  66. skies over the planet  earth, or in the  minds of earth people  every-
  67. where,  and  I  would  like  to  live  long enough to see this mystery
  68. solved.
