  10. Yes, our upgrade policy does need some work.  I've written some
  11. software which could allow us to create relatively small upgrade
  12. programs from 1.99n to 1.99o (etc.), but it would take some work to
  13. get it right.  It might, for example, require you to install a fresh
  14. 1.99n and then update that.

  21. The problem is that various shareware and freeware utilities have
  22. license restrictions that preclude us from making them available.  We
  23. need to check the redistribution restrictions of each program
  24. ourselves before we can make it available.
