  27. Yes, our upgrade policy does need some work.  I've written some
  28. software which could allow us to create relatively small upgrade
  29. programs from 1.99n to 1.99o (etc.), but it would take some work to
  30. get it right.  It might, for example, require you to install a fresh
  31. 1.99n and then update that.

  38. The problem is that various shareware and freeware utilities have
  39. license restrictions that preclude us from making them available.  We
  40. need to check the redistribution restrictions of each program
  41. ourselves before we can make it available.
