Preheat oven to 425 F, and place paper liners in muffin cups. Combine the flour, sugar, eggs, milk, butter, baking powder, and salt in a bowl. Mix until combined, then fold in the berries. Divide the batter between the muffin cups. Mix 1 tbsp sugar and cinnamon together and sprinkle on top of muffins. Place in oven and reduce heat to 400 F.
