  1. PREPnet Acceptable Use Policy
  2.  
  3. The intent of this policy is to clarify certain cases which are
  4. consistent with the purposes of PREPnet, not to exhaustively enumerate
  5. such possible uses.  For a particular use of PREPnet to be acceptable,
  6. all of the following conditions must be met:
  7.  
  8. 1.    All use must be consistent with the purposes of PREPnet as stated in
  9. the Pennsylvania Research and Economic Partnership Network Consortium
  10. Charter.
  11.  
  12. 2.    All data on PREPnet must originate or terminate at a member or
  13. affiliate institution in Pennsylvania.

  17. Pennsylvania Research Partnership Network Consortium Charter
  18.  
  19. The Pennsylvania Research Partnership Network Consortium [the
  20. Consortium] is an organization of research institutions within
  21. Pennsylvania whose goals are to enhance and support research activities
  22. within the State by providing and promoting high-speed data
  23. communications facilities and services for these institutions, and thus
  24. foster economic development within Pennsylvania.
  25.  
  26. Purposes of the Consortium
  27.  
  28. The purposes of the Consortium include the following:
  29. ~    To increase the opportunities for collaboration in academic research
  30. between colleagues at the various research institutions throughout the
  31. Commonwealth of Pennsylvania.
  32. ~    To make it feasible for research colleagues in the state to exchange
  33. not only simple messages and texts, but also significant amounts of
  34. data, including graphics images, experimental data, etc.
  35. ~    To provide better access throughout the Commonwealth to research
  36. resources at the universities and in the industrial firms which are
  37. their research partners.  (Examples of such resources would include the
  38. computing facilities of the Pittsburgh Supercomputing  Center, catalogs
  39. of library holdings of the major universities, and, possibly,
  40. specialized data bases of industrial partners.)
  41. ~    To contribute to the economic development  of  the  Commonwealth by
  42. facilitating the transfer of new technologies from laboratories and
  43. research centers to businesses and industries.
  44. ~    To provide interconnection of the statewide network with similar
  45. regional and national networks, such as the National Science Foundation
  46. backbone network, to extend these opportunities on a national scale.

  48. Definitions
  49.  
  50. PRPnet refers to the high speed data communication network  to  be 
  51. established among the Consortium members in pursuit of the
  52. above-mentioned purposes.
  53.  
  54. The  PRPnet  Unit  of  the the MPC Corporation consists of the people
  55. under its auspices who have responsibility for the on-going coordinating
  56. and  operational activities of PRPnet.
  57.  
  58. The  MPC  Corporation  is a joint-venture of Carnegie Mellon University
  59. and the University of Pittsburgh, formed as a  vehicle  for  cooperative
  60.  work  between those universities.

  62. Activities
  63.  
  64. The initial activity by which the Consortium will pursue these ends is
  65. PRPnet itself, the Pennsylvania Research Partnership Network.  PRPnet is
  66. established as a cooperative effort of the Consortium members,
  67. government, and industry.

  69. Structure
  70.  
  71. The  charter  institutions  of  the  Consortium,  a  mix  of public and
  72. private institutions, are:
  73. ~    Carnegie Mellon University
  74. ~    Drexel University
  75. ~    Lehigh University
  76. ~    Pennsylvania State University
  77. ~    Temple University
  78. ~    University of Pennsylvania
  79. ~    University of Pittsburgh

  81. The Consortium is governed by a Steering Committee comprised of
  82. representatives of  its charter institutions and the Co-Directors of the
  83. PRPnet unit of the MPC Corporation.
  84.  
  85. The PRPnet unit  of  the  MPC  Corporation,  located  in  Pittsburgh, 
  86. acts  to coordinate  the activities of the Consortium with its business
  87. and governmental associates, to serve as business agent for the 
  88. Consortium,  and  to  implement PRPnet.
  89.  
  90. The  Pittsburgh  Supercomputing Center assists the Consortium by
  91. supporting the PRPnet unit of the MPC Corporation by providing 
  92. technical  and  administrative staff support for the Consortium and
  93. network gateway functions for PRPnet.

  95. Acceptance
  96.  
  97. By  signing  below,  the institution hereby  expresses  its  commitment
  98. to participate as a  charter  member  of  the  Pennsylvania  Research 
  99. Partnership Network  Consortium, as defined in this document and in
  100. Attachments A,B,C, and D, accepting  the  duties  and  responsibilities 
  101. as  well  as  the benefits of such membership.
